  • Poor Economic Conditions in Upstate New York

    Upstate New York ranks almost last nationally in job growth... More than a quarter of the people living in Buffalo, Binghamton, Newburgh, Utica, Elmira, Syracuse and other cities are now living below the poverty line. Philip Klinkner directs the Arthur Levitt Public Affairs Center at Hamilton College... Mr. Phil Klinkner: We've had terrible economic dislocations, rising levels of poverty and distress. The unemployment rate is relatively low, but only because thousands of people have actually left the area for better pastures elsewhere in the country.
