On November 4, students in the Washington Program met with Stuart Ingis ’93 and the Honorable Birch Bayh, partners of Venable LLP. A nationally recognized expert in Internet law, Ingis represents clients in federal privacy and Internet-related legislation and rulemaking proceedings. 

Among the topics discussed were the Obama presidency, trends toward polarization in Congress, and National Popular Vote, a state based movement toward direct election of the president.

Bayh served in the U.S. Senate from 1962-80. He authored two amendments to the Constitution – the 25th Amendment on presidential and vice presidential succession, and the 26th Amendment lowering the voting age to 18 years of age. He is the author of Title IX to the Higher Education Act, which mandates equal opportunities for women students and faculty; co-author of the Bayh-Dole Act, which revitalized the nation’s patent system; and chief architect of the Juvenile Justice Act.
