According to Smallen, "If you look at budgets for total institutional spending on Information Technology, our data shows they went up 12 percent." "The institutional budgets we looked at were growing at about 2.5 to 3 percent, and obviously Information Technology expenditures are growing faster than that," stated Smallen.
