Bush's 15-minute address will seek to heal a bitterly divided political community and legitimize his presidency. "The jury is out as to whether he has the rhetorical skills to do it," said political scientist Philip Klinkner of Hamilton College in Clinton. "There's a kind of shadow over this," Klinkner said of the election and inauguration. "Among the problems is how far can he talk to the political middle without alienating his conservative base?"
