In the Chinese community, many people, who are distrustful of banks or face a language barrier, keep their savings in cash at home, police say... The language barrier isolates some Chinese from American banks. Older Chinese remember China's Cultural Revolution, when the Communist government seized all bank assets, said Cheng Li, professor of politics at Hamilton College in New York, who lived though and has studied that period.
