Alan Cafruny, The Henry Platt Bristol Professor of International Affairs, and Carlos Yordan, a visiting instructor of government, were interviewed by the Utica Observer-Dispatch for a September 13 article discussing President Bush's address to the UN general assembly.

Cafruny and Yordan seem to share the impression that President Bush has decided upon his course of action and was more informing the UN than asking for its endorsement.

Cafruny believes that "[European allies] will ultimately be forced to go along with what the U.S. does."

Yordan said Bush was right to give the U.N. "a wake up call. But the administration has made up its mind." He continues, "The speech was a public relations (effort). The U.N. will be given an opportunity to join the strategy. If they don't join, I think the U.S. will go ahead (in confronting Iraq)."
